ALL CLIENTS MUST:

... present a valid and current picture ID, for any notary service(s) requested. This can be a state issued ID, driver's license, passport or military ID.

...verify and ensure requirements of the location that the fingerprints are being sent to, for fingerprint services.

The Prep Professional's only responsibilities in the fingerprinting process are to provide the card(s) 

and perform the act of collecting the client's fingerprints.
